Johnson’s innovative “laddered” approach introduces two distinct funding deadlines for Congress’ 12 individual appropriations bills.

The proposed plan suggests a Jan. 19 deadline for four of the less traditionally controversial bills and a Feb. 2 deadline for the remaining bills, including defense spending. However, the absence of spending cuts or conservative policy riders, typically present in a CR, has ignited significant opposition from the right wing of the House Republican Conference.

The hardline-right House Freedom Caucus officially expressed its opposition to the bill, asserting that it lacks spending reductions, border security measures, and meaningful wins for the American people. The caucus emphasized the need for bold change and urged Republicans to stop negotiating against themselves.

Despite Johnson’s defense, growing GOP opposition raised concerns about the bill failing in a preliminary rule vote. Consequently, leadership shifted tactics to pass the CR “under suspension,” bypassing the initial rule vote and bringing the bill directly to the floor. However, passing a bill under suspension requires a two-thirds majority in the House, deviating from the standard simple majority.

While Democrats had reservations about the “laddered” deadlines in the CR, leaders in both the House and Senate suggested potential support for Johnson’s plan, emphasizing that it’s an extension of last year’s funding.

Senate Majority Leader Chuck Schumer acknowledged the imperfect nature of the proposal but expressed satisfaction that it avoids steep cuts while extending funding for defense in the second tranche of bills in February.

House Minority Leader Hakeem Jeffries echoed this sentiment, stating that the evaluation of Johnson’s proposal indicates an absence of extraneous and extreme right-wing policy provisions.
